MnDOT has provided the following information to assist Minnesota's ready mixed concrete producers with the transition to MDMS (eTicketing) requirements.
Material Delivery Management System (MDMS)
In support of the goals and initiatives of the One Minnesota Plan, MnDOT is moving forward with the phased deployment of electronic ticketing (E-ticketing) through the Material Delivery Management System (MDMS). This effort requires an electronic version of the Certificate of Compliance in a standardized, transferable JSON format delivered via APIs. See attached special provisions.
MnDOT’s first focus was the phased deployment of the MDMS for bituminous pay items, with full deployment beginning in 2026. MnDOT is now beginning phased deployment for the MDMS for 2461 “Structural Concrete”. The planned roadmap for 2461 “Structural Concrete” is:
- CY2027: Approximately 7-12 projects (500 cy or greater)
Note: The MDMS will also be required for one 2301 “Concrete Paving” project in 2027. The long-term roadmap for concrete paving remains under discussion.
- CY2028: 25-50% of projects (500 cy or greater)
- CY2029: 50-75% of projects (500 cy or greater)
- CY2030: 75-100% of projects (250 cy or greater)
- CY2031: 100% of projects (all quantities)
A table of projects requiring SP(2061) Material Delivery Management System during the 2027 construction season is provided below. Note: letting dates range from August 2026 through March 2027.
For those familiar with the MDMS requirements for bituminous pay items, please note that asset tracking is NOT required for either 2301 “Concrete Paving” or 2461 “Structural Concrete”.
To support this transition, we have scheduled two learning sessions that will review the MDMS special provision requirements specific to concrete applications. We recognize that not everyone was able to participate in earlier webinars or ARM meetings/conferences during 2024-2025. Both sessions will cover the same content, and we strongly recommend that IT staff supporting your batching software attend, as the session will focus on the required data fields.
